Estrategia y Alineamiento de Ciudades

Estoy festejando 10 años de tener el privilegio de haber trabajado colaborando con el Dr. Pedro Gómez Centurión cuando se desempeñaba como Gerente General de la Fundación Malecón 2000, responsable del proyecto de regeneración urbana de Guayaquil. Pedro es más que un hermano, es el prototipo de perfil de líder a quien yo llamo líder, es argentino, sanjuanino, y hace más de 20 años que vive en Ecuador. Con él he  trabajado muchos años en la especialidad de Alineamiento Estratégico de varias instituciones.

La Fundación Malecón 2000 fue creada en enero de 1997 con el objetivo de ser la entidad responsable de proyectar, ejecutar y administrar el proyecto Malecón 2000. Es una entidad de derecho privado, conformada por las instituciones públicas y privadas más representativas de la ciudad y presidida por el alcalde. Desde su creación hasta el año 2000, sería presidida por el entonces Alcalde. Ing. León Febres-Cordero y desde ese año hasta hoy, la encabeza el actual Alcalde, Ab. Jaime Nebot Saadi. .

El 9 de Octubre de ese año, se entregó la primera etapa del Malecón 2000, la Plaza Cívica, marcando así el nacimiento de una nueva era para la ciudad, de un nuevo gran Guayaquil. En la foto aparece el Alcalde Ab. Jaime Nebot Saadi con Pedro.

Vale la pena que les muestre algunas fotos por si no conocen Guayaquil o por si hace mucho tiempo que no van. .

 

 Sharing Sense es como hoy llamamos a nuestro trabajo de formulación e implementación interactiva de la estrategia de una ciudad a través del involucramiento de la mayor cantidad posible de actores.

Esto lo hacemos para impulsar a esa ciudad hacia la creación sostenible de valor. Transformar a la ciudad en un sistema cohesionado orientado a impulsar a todos sus miembros hacia un Sentido Comprendido, Compartido y Comprometido (SCCC), a través de la constitución, coordinación, dirección y acompañamiento de “Comunidades de Práctica” sustentadas en los modelos de Inteligencia Colectiva para lograr ese Sentido direccional.

Se trata de un trabajo extremadamente participativo, en el que se genera una red de vínculos entre miles de personas. Es un proyecto de cambio y respuesta, para diseñar el plan competitivo de la ciudad en función de la formulación de una sólida y diferenciada identidad. Generar la marca-ciudad de una verdadera ciudad-marca.

Implica siete módulos básicos:

1. Analizar las percepciones individuales de los actores clave en cuanto a las preguntas imprescindibles: ¿Quiénes somos? ¿Por qué somos importantes? ¿A quién le importamos? ¿A quién queremos importar?

2. Formular la Visión, la Misión y el Posicionamiento de la ciudad. Determinar los Planes, Programas, Valores, Habilidades Distintivas y Factores Críticos de Éxito para su implementación efectiva.

3. Diseñar la Proposición Única de Valor de la marca-ciudad a través de las ventajas competitivas de cada uno de los servicios de su portafolio.

4. Definir incentivos atractivos de la ciudad para los actuales y potenciales ciudadanos, clientes, consumidores, usuarios y actores del mercado en general, tales como inversores, empresas y turistas.

5. Crear las condiciones necesarias para que la satisfacción de esos actores sea máxima.

6. Involucrar a toda la comunidad en este proceso de construcción colectiva de sentido comprendido, compartido y comprometido, sustentado en la comunicación comunitaria unificante hacia adentro y diferenciante hacia afuera.

7. Transformar a todas las iniciativas surgidas en proyectos a ser administrados por una Oficina de Gestión de Proyectos (PMO - Project Management Office).
