Hay que saber no saber

Esta nota pretende sentar mi posición, siguiendo la línea de las Ciencias Cognitivas, con respecto al proceso decisional humano. Específicamente dirigido a los tres ámbitos en los que se centra mi interés académico y profesional en la toma de decisiones: concretamente, el apoyo como “co-pensor” en el mundo empresario, el de la educación gerencial de adultos y el del vínculo entre la Estrategia, la Cognición y el Poder en el plano militar.
Como primera medida, debemos distinguir entre tres tipos de decisiones: la estratégica, la operacional y la táctica, que constituyen el eslabonamiento entre la idea y la acción. Empezando por ésta última, la decisión táctica, está caracterizada por ser una decisión “estructurada” o “programada”. Esto quiere decir que se conocen tres dimensiones fundamentales:
a. cuáles son las variables intervinientes. Ejemplo: un horno para producir galletitas. Las variables (algunas, sólo para hacer sencillo el ejemplo), digamos que son la humedad, la temperatura, la velocidad de circulación de la cinta transportadora dentro del horno para que las galletitas se cocinen, la cantidad de harina, la cantidad de sal, y muchas cosas más.
b. cuáles son los valores de esas variables. Ejemplo, tantos grados de temperatura, tantos gramos de grasa y tantos grados de humedad y,
c. muy importante!, cuáles son las interrelaciones entre estas variables. Si la temperatura es x, la velocidad de circulación de la cinta debe ser z.
Si estas tres dimensiones con conocidas, esta estructura puede ser transformada en una fórmula, en un algoritmo, en un cálculo y hasta en un software que hasta podría reemplazar al decididor si se contara con un modelo experto que decida autónoma y automáticamente. Hasta en lo militar, este es el concepto de “doctrina”.
En el otro extremo, la decisión estratégica especialmente ES ESTRATÉGICA porque no puede jamás estructurarse de esta forma. Nunca se conocen ni todo lo a, ni todo lo b ni todo lo c. El ejemplo más sencillo en lo militar o en la competencia es que no podemos “parametrizar” en una fórmula la arquitectura mental (complejo racional-emocional) del oponente, sea este el competidor, el comandante enemigo o el plan del jugador de ajedrez contra quien estamos disputando una partida. Esto por nombrar sólo algunos de los actores de cuyas arquitecturas mentales deberíamos tener una idea (teoría de la mente del oponente), tales como el cliente final de la mayonesa (Claudia mi mujer), el decididor del supermercado cuando se abastece de mayonesa para que Claudia le compre y le permita tener un margen, los proveedores de la fábrica de mayonesa, las influencias de los chefs que Claudia tanto admira o las opiniones de mi adorada suegra. Imagínese una decisión trascendental de política internacional.
En algún lugar del espectro entre el extremo del cálculo, el de lo táctico, y el extremo de la apreciación de situación (interpretación, construcción subjetiva, cognición social, hermenéutica, inteligencia militar sobre el “plan de batalla enemigo” o -hasta- prueba y error), podemos localizar a la decisión operacional (o de planeamiento o administrativa, que es lo mismo). Cuanto más se conozca de a,b y c, más proximidad a lo táctico, cuanto menos se conozca, mayor proximidad a lo estratégico.
Por otra parte, podemos asimilar a la decisión estratégica con la definición de objetivos (en la empresa, definir el objetivo de cuáles serán los negocios a los que nos dedicaremos para incrementar el valor patrimonial, que no es un objetivo sino una restricción ontológica del ser empresa. Si no estoy buscando incrementar el valor patrimonial no soy una empresa). Podemos asimilar la decisión operacional a la asignación de recursos (gente, tangibles e intangibles) para el logro de esos objetivos.
Y podemos asimilar a la decisión táctica con el empleo de esos recursos.
Los tres niveles requieren planeamiento. Los tres niveles requieren capacidad de cambio (poder/liderazgo) y los tres niveles requieren aprendizaje. Pero resulta que planeamiento, cambio y aprendizaje son inseparables entre sí. No existe uno sin el otro. No me quería adelantar pero no puedo contener la angustia de agregar que hay un cuarto factor que inevitablemente siempre está presente: la emoción (el que no tiene miedo está muerto o está loco) (sólo los muertos han visto el final de la guerra).
Pero vamos al punto que quiero resaltar en esta nota. Pregunta: ¿Es humanamente posible el “planeamiento racional formal” con el que todos o la enorme mayoría de nosotros fuimos educados en las universidades y en las empresas? Pero veamos antes de discutir este interrogante un ejemplo de política internacional, partiendo de la base de que un planteo empresarial funciona exactamente igual. El ejemplo que voy a presentar lo hemos estamos analizando con el Coronel Justino Bertotto, Director del Master de Estrategia y Geopolítica de la Escuela Superior de Guerra del Ejército Argentino.
Vamos a suponer que estamos estudiando el caso Brasil, que hubiera hipótesis de crisis o de conflicto y que hacemos un borrador inicial de Análisis de Escenarios. Los pasos serían:
1. Intereses. Fijar propios intereses. Supongamos que el interés de Brasil es el de consolidar su posicionamiento como líder regional. En el mundo de los negocios, la empresa decide su Misión, que es lo mismo que decir “Con qué portafolio de productos y/o servicios pretende crear valor patrimonial sostenible ante qué nivel de riesgo aceptable en qué mercados geográficos”. Esta es la estrategia madre, la Estrategia de Portafolio. Evidentemente, la Estrategia de Portafolio es una Estrategia de Conflictos Competitivos en los que decide participar arriesgando sus recursos (tangibles e intangibles) para conquistar mercados considerados atractivos.
2. Escenarios. Determinar cuáles son los escenarios posibles en la Región (podría haber otros escenarios internacionales a analizar, además de los posibles escenarios internos). En el escenario regional tendremos en cuenta las tres triples fronteras: 3FNorte (Venezuela, Colombia), 3FOeste (Bolivia, Argentina) y 3FSur (Argentina, Paraguay). Análisis ADOFAR para cada escenario: Aspiraciones, Debilidades, Oportunidades, Fortalezas, Amenazas, Resultados (SWOTAR: Strengths, Weaknesses, Opportunities, Threats, Aspirations, Results). Este es un análisis más moderno que el tradicional FODA o DOFA (según los países, en Argentina FODA, en Colombia DOFA, pero es lo mismo). La empresa debe realizar este análisis para cada negocio en cada mercado.
3. Actores. Evaluar la personalidad esperable de cada actor, aliado y oponente, en cada escenario (tener en cuenta este punto que llamamos “Teoría de la Mente”).
4. Estrategia. Seleccionar la opción estratégica entre el conjunto de opciones que surge del análisis conjunto de la interrelación entre intereses, escenarios y actores, según se trate de escenarios de Conflicto o de Confluencia. En la empresa, la única estrategia es la Diferenciación. Por lo tanto, en este punto decide cómo se diferenciará contra las ofertas oponentes para traccionar la demanda de cada mercado considerado atractivo. Esto es, cómo decide enfrentar cada conflicto competitivo definido en el punto 1. Al tomar esta decisión de Diferenciación, debe inmediatamente estructurar el Sistema Integral de Innovación que le asegure mantenerse diferenciada cuando las ventajas competitivas que empleó para diferenciarse sean imitadas o superadas por los actores oponentes.
5. Opciones. Determinar, en función de los puntos anteriores, por ejemplo si el escenario fuera de conflicto en una o más de las tres triples fronteras, las tres opciones estratégicas clásicas que son: Negociación, Compulsión o Destrucción (Física o Económica). En el mundo de los negocios, la opción de Negociación puede ser ilegal ya que tiende a la “cartelización” o a acuerdos oligopólicos que impidan la competencia (que es obligatoria en defensa de la demanda). Por lo tanto nunca habrá Confluencia sino siempre habrá Conflicto. La excepción es cuando las empresas se organizan como “clusters” o alianzas estratégicas para conquistar mercados internacionales (pero tengamos en cuenta que en el mercado doméstico debe continuar el conflicto).
6. Modo. Definir si éste debe ser Directo (uso de la fuerza) o Indirecto (por ejemplo: Político Interior, Político Exterior, Económico, Científico/Tecnológico y/o Psicosocial).
7. Forma. Elegir entre las dos alternativas posibles: Acción o Disuasión.
8. Maniobra Interior. Programar la aplicación de los recursos o Factores de Poder sobre el Objetivo Estratégico.
9. Maniobra Exterior. Programar la estructuración del Sistema de Alianzas para la búsqueda de Libertad de Acción, ya sea operando sobre el subsistema de alianzas propio (mejorando las alianzas propias) o actuando sobre las alianzas del subsistema de alianzas del enemigo.
Supuestos obsoletos.
Las hipótesis en las que se sustenta el enfoque tradicional “racional” “teórico” de cómo opera la arquitectura mental del humano en el momento de hacer planeamiento decisional, tanto en el nivel estratégico como en el operacional y en el táctico son (más allá del concepto de búsqueda de “satisfacción” en lugar de “optimización” y “racionalidad limitada” que nos enseñó Herbert Simon).
Este enfoque muy prolijo y sistemático considera a toda Organización Humana como un “Sistema de Información” que a. absorbe información “de la realidad externa” en su input, b. la procesa internamente para elegir el mejor output para logar un objetivo previamente definido (Cómo?, Por quién?, Porqué? Para qué?) y, c. la retroalimenta para controlar si ese output está logrando ese objetivo (esto es “aprender” o aprendizaje de nivel 1). Si el decididor puede y sabe cambiar el objetivo, estamos en presencia de aprendizaje nivel 2, “aprender a aprender”.
Muy elegante, pero este enfoque incurre en las falacias de la supuesta racionalidad (resumiendo y recurriendo al ejemplo de Brasil!!!):
- Que quienes deciden la estrategia son actores racionales.
- Que pretenden maximizar los resultados.
- Que existe una regla decisoria previa para elegir la mejor entre ellas.
- Que primero buscan toda la información disponible para contar con el conocimiento completo requerido.
- Que luego ponderan todas las alternativas surgidas anticipando las consecuencias que pueda producir cada alternativa y que además le pueden otorgar un valor objetivo a cada opción, teniendo en cuenta que conocen la probabilidad y el impacto de cada oportunidad y de cada amenaza.
- Que terminan eligiendo la mejor opción, combinando en una “función racional de valor” a todos las variables organizacionales, personales, económicas, tecnológicas, políticas, legales, sociales, culturales, demográficas, ambientales.
- Que los entornos en los cuales las organizaciones operan son entidades “objetivas” a ser descubiertas a través de procedimientos analíticos formales.
- Que las estrategias exitosas siempre son el resultado de un planeamiento racional deliberado que tiene en cuenta no sólo la etapa de Formulación, sino también todos los requerimientos humanos, tecnológicos y de procesos para la etapa de Implementación eficiente y efectiva.
- Que la innovación, el aprendizaje, el conflicto, el poder, la comunicación, la disponibilidad de planes contingentes y los efectos sistémicos dinámicos son explícitamente reconocidas como el sustento del proceso de planeamiento de la estrategia, de su traducción al nivel operacional y de su anclaje con el nivel de la táctica.
- Que no se cometen errores ni omisiones en la definición de los objetivos, ni sesgos en el procesamiento e interpretación de la información, ni en la evaluación de los costos y los riesgos, ni “pensamiento metafórico” que consiste en creer que lo que está viviendo hoy es análogo a lo que ya vivió ayer, que no tiene resistencia a recibir feedback negativo, que no interfiere el interés personal del decididor, ni sus prejuicios ni sus emociones como el stress, el miedo, el odio, el amor, la culpa, la frustración, la ambición, la codicia, la depresión la autoestima o cualquier otra, ni los conflictos de poder en los que esté involucrado, ni las presiones grupales y las trabas burocráticas, ni su búsqueda de status y prestigio y aceptabilidad social, ni el miedo de provocar oposición por parte de sus pares o de sus superiores o de sus subordinados, ni la influencia de su grupo íntimo de pertenencia, ni lo que imagina aceptable por sus grupos de referencia con los “otros” que lo están “mirando”, ni que lo afectan restricciones de tiempo ni presiones de urgencia que le impiden disponer de toda la información requerida, y que todo esto no va a desembocar en “matar al mensajero” que le trae la noticia de que “no sabía no saber”.
El enfoque de las Ciencias Cognitivas: La Organización como Sistema de Significado. El Problema.
La Psicología Cognitiva, rama trascendental de las Ciencias Cognitivas, trata temas centrales para nuestro interés principal en los procesos decisionales del planeamiento en el marco de los recursos cognitivos limitados (y, por supuesto, subjetivos) con los que opera la arquitectura mental del humano. Estos son, entre otros, Memoria, Percepción, Resolución de Problemas, Toma de Decisiones, Esquemas, Mapas Cognitivos, Modelos Mentales como representaciones simplificadas de la realidad, Estructuras de conocimiento individuales y compartidas, Construcción Social de la Realidad, Comunidades de “Creyentes”, Patrones Interpretativos, Teoría de la Mente (Ver ejemplo Brasil cuando me referí a los actores. Tiene que ver con lo que construye el actor A en su arquitectura mental con respecto a lo que imagina con respecto a la arquitectura mental del actor B. Aplica en la competencia, aplica en el ajedrez, aplica en el liderazgo, aplica en ser padre o madre, aplica en el amor y aplica en la guerra).
El problema es que el humano no “recibe” en su arquitectura mental “información” de la “realidad exterior” que “procesa objetivamente”, sino que (Por favor! Repase el ejemplo Brasil!!!):
- Los individuos disponen una capacidad limitada para procesar la complejidad de estímulos del mundo exterior.
- Consciente o no-conscientemente, el humano tiende a reducir esa complejidad para poder procesarla, creando representaciones, por supuesto subjetivas (“conocer” no es otra cosa que una función subjetiva).
- Esto desemboca en una comprensión sobre-simplificada de la realidad que queda codificada en la arquitectura mental.
- Estas representaciones mentales operan como filtros, como mapas mentales, como “guiones” (scripts) que quedan instalados en la memoria como sistemas de creencias.
- Cuanto más éxito tenga ese decididor aplicando esos mapas mentales, más tenderá a consolidarlos hasta transformarlos en paradigmas inmutables para seguir interpretando la “realidad” y para seguir tomando decisiones planificando en el nivel de la estrategia, de la operación y de la táctica. Cuando este paradigma ya no sirve, pero está tan instalado en la mente que ya no se discute, las decisiones erradas provocarán “el fracaso del éxito”. Creer que con los mapas mentales con los que triunfamos ayer seguiremos triunfando mañana y para siempre. Cuando el decididor puede desafiarlos y modificarlos, ha logrado el nivel 3 de aprendizaje: “aprender a desaprender” o, mejor, “aprender a olvidar”.
Sesgos y su efecto en el proceso decisorio
(Adaptado de C.R.Schwenk, “The Cognitive Perspective on Strategic Decision Making”, Journal of Management Studies, 1988:4). El siguiente es un listado de algunas de las distorsiones cognitivas que impactan en la aplicación “purista” del proceso racional formal.
1. Disponibilidad. Distorsión con respecto a la creencia de que un evento puede ser fácilmente recordado.
2. Percepción Selectiva. Las expectativas previas pueden sesgar las observaciones de las variables relevantes para la estrategia.
3. Ilusión de Correlación. Provoca caer en la creencia de que variables no relacionadas tienen correlación entre sí.
4. Conservadorismo. Fracaso en revisar en profundidad los pronósticos en base a información nueva.
5. Ley de los Pequeños Números. Sobreestimación de que pequeñas muestras representan al total.
6. Sesgo de Regresión. Fracaso en aceptar la regresión a la media.
7. Wishful Thinking. Asignación de una probabilidad demasiado alta de la ocurrencia del resultado deseado.
8. Ilusión del Control. Sobreestimación de la capacidad de control de los resultados.
9. Reconstrucción Lógica. Creencia de que es lógica la reconstrucción de eventos que no pueden ser recordados con precisión.
10. Sesgo Retrospectivo. Sobreestimación de la probabilidad de eventos pasados.
11. Escalada del Compromiso. Compromiso de más y más recursos con la esperanza de que la situación mejore.

Excelente interrelación, sobre todo con el tema de las emociones. Somo seres emocionales tratando, a veces equivocadamente, de racionalizar el camino. Deberíamos aprender a analizar que emociones nacen, subyacen y se esconden en los actores involucrados; así el diseño, la planificación, la construcción de un proyecto conjunto, se situa en un plano de análisis más completo; entendiendo que todos partimos de modelos mentales disímiles.
Aprender a aprender, a desaprender, buscar, preguntarse, cuestionar, cambiar.

This is getting a bit more subjective, but I much prefer the Zune Marketplace. The interface is colorful, has more flair, and some cool features like ‘Mixview’ that let you quickly see related albums, songs, or other users related to what you’re listening to. Clicking on one of those will center on that item, and another set of “neighbors” will come into view, allowing you to navigate around exploring by similar artists, songs, or users. Speaking of users, the Zune “Social” is also great fun, letting you find others with shared tastes and becoming friends with them. You then can listen to a playlist created based on an amalgamation of what all your friends are listening to, which is also enjoyable. Those concerned with privacy will be relieved to know you can prevent the public from seeing your personal listening habits if you so choose.

Hands down, Apple’s app store wins by a mile. It’s a huge selection of all sorts of apps vs a rather sad selection of a handful for Zune. Microsoft has plans, especially in the realm of games, but I’m not sure I’d want to bet on the future if this aspect is important to you. The iPod is a much better choice in that case.

Maybe in the future it’ll do even better in those areas, but for now it’s a fantastic way to organize and listen to your music and videos, and is without peer in that regard. The iPod’s strengths are its web browsing and apps. If those sound more compelling, perhaps it is your best choice.
