La Estrategia como Simbolismo Organizacional

Toda organización es un sistema humano manifestando patrones complejos de actividad cultural. Uno de ellos, de especial relevancia para la organización y de especial interés para nosotros, es el de los procesos de formulación y de ejecución de su estrategia, siendo la estrategia la manifestación teleológica de su ontología (teleológica tiene que ver con objetivos y ontología con el ser). Si se trata de una empresa, la estrategia consiste en la definición de objetivos para lograr su razón de ser que es CREAR VALOR ECONÓMICO. Si se trata de una ONG, su razón de ser es CREAR VALOR SOCIAL. Si se trata de cualquier área o función del Sector Público, su razón de ser es CREAR VALOR PÚBLICO. Si se trata de una institución dedicada al cuidado del ambiente su razón de ser es CREAR VALOR AMBIENTAL. Y cuando a todos les importa todo, el emergente es CREAR VALOR SOSTENIBLE, que es el resultado sistémico combinado y en sinergia de crear valor económico, social, público y ambiental. Este es o debería ser la razón de ser, por ejemplo, de una ciudad si esa ciudad fuera un ejemplo de Gestión Interactiva (PPP – Private Public Partnership).
Pero veamos. Los miembros de toda organización humana usan lenguaje. Producen e interpretan metáforas. Otorgan significado a los eventos, comportamientos y objetos, buscan significado en sus vidas. Por lo tanto, pueden actuar SIMBÓLICAMENTE. Parte de esta actuación simbólica es la de desarrollar una historia, un punto de vista común, un puerto de destino compartido. Para ello, PROCESASN LA COMPLEJIDAD por medios simbólicos.
La realidad organizacional está generada por el LENGUAJE y, por lo tanto, resulta imprescindible detectar el SISTEMA SIMBÓLICO DOMINANTE para poder entenderse en esa organización y para poder entenderla.
Todos sabemos que el ser humano es un SER SIMBÓLICO. Veamos un ejemplo. A cien metros de cinco lobos hay un ciervo. Los lobos se coordinan (¿?), se comunican (¿?) y lo atacan, ordenadamente cada uno apuntando a una parte del ciervo específica y lo cazan. Y se lo comen. Qué diferencia hay entre este suceso y la acción de cinco cromañones (antepasados nuestros para los evolucionistas y seres vivos para los creacionistas)?. La diferencia es que estos amigos cromañones tienen (tenían) la habilidad de mezclar líquidos y polvitos y en la pared de la cueva representar gráficamente “ciervo”, o “león” o “río”.
Y esto qué quiere decir? Quiere decir que todo tópico que pueda ser estudiado en una organización tiene un aspecto simbólico. Estrategia, liderazgo, motivación, comunicación, control, política, poder, estructura, cambio. Desde el primer contacto con una organización humana, uno está expuesto a expresiones simbólicas. Por ejemplo, el despacho del Número Uno “DICE” “soy el jefe”. Y se “leen” mensajes como poder económico, tecnología, igualdad, frugalidad, tradición, modernidad, seguridad o cualquier otro. Todos estos mensajes son concientemente (o no) utilizados para simbolizar y reforzar las características organizacionales valoradas. Estas expresiones simbólicas supuestamente tienen significado para quien las dicta y para aquellos a quienes van dirigidas. (Cuidado: de esto depende la ejecutabilidad de la estrategia).
Pero también siempre hay símbolos más complejos que aparecen al indagar más a fondo. Estos pueden ser rituales, tradiciones, patrones de humor, historias, metáforas. El problema es que muchas veces, y aunque la organización no sea muy grande en cantidad de gente, alguien de un área de trabajo se puede enfrentar con un sistema simbólico en otro área (o en la misma!!!) que no comprende y hasta que ni siquiera detecta que existe ese otro sistema simbólico. La mayoría de los problemas de ejecución (acción) pueden deberse al fracaso en descubrir el sistema simbólico operante.
Muchas veces una interpretación “literal” del símbolo puede producir un error que se transforma en una barrera peligrosa para operar efectiva y eficientemente. A veces pueden connotar significados contradictorios para diferentes personas. Recordemos que un símbolo aparece cuando dos o más individuos “VISTEN” a cualquier aspecto del mundo con un SIGNIFICADO SUBJETIVO, pero “otros” pueden hablarle otorgando un significado diferente. Un regalo de un reloj por cumplir 25 años en la compañía puede ser interpretado como un premio a la lealtad, como servilismo, como “después de tanto tiempo de entrega y de sacrificio recibo esta porquería”.
Por lo tanto, para entender a esa organización y ayudarla a transitar su trayectoria deseada hacia su destino esperado, es imprescindible identificar y clasificar los símbolos empleados, las funciones que se espera que esos símbolos cumplan, la información contenida y su organización y el efecto de todo esto en la mente y en el comportamiento. Cómo sus “lectores” los re-interpretan y se re-crean individualmente. Pero lo más importante es descubrir cuál es el componente ideológico que los creó. Puede ser que ese componente ideológico, del que surge nada menos que la formulación y la ejecución de la estrategia YA NO SIRVA MÁS.

Avy…pregunto.. se puede clasificar todos los simbolos empleados por cada individuo dentro de una compañía?.. Y esto lo realizariamos para poder comprender el significado de cada pensamiento, palabra o comportamiento de cada individuo dentro de la compañía?… Y esto nos ayudaría a mejorar la ejecución (acción) de la estrategia??

Considero que en Uruguay (país al que pertenezco y sobre el que puedo hablar), el SISTEMA SIMBÓLICO DOMINANTE viene influido por la visión francesa de organización: sistema político. La visión anglosajona postula que la organización es un sistema de producción. Lo dicho, parece trivial, pero cuando observamos comportamientos percibimos que la gente lucha por sus “chacras” y espacios de poder y se olvida que allí están para producir bienes y/o servicios.
